In accordance with the "Notice of the State Council on Printing and Reforming the Power System Reform Plan" (Guo Fa [2002] No. 5), the following guiding opinions are proposed to promote the construction of the regional power market.

I. Guiding ideology, principles and tasks in the construction of the electricity market

(1) The guiding ideology for the construction of the electricity market is: starting from China's national conditions, learning from the experience of foreign power market construction, following the laws of the socialist market economy and the law of the development of the power industry, based on the separation of the plant network and the bidding on the Internet, the regional power Focus on market construction, break down market barriers, give full play to the basic role of market allocation of resources, optimize the allocation of power resources, promote the sustainable and healthy development of the power industry, and meet the needs of the national economy and the improvement of people's living standards.

(2) The basic principles for the construction of the electricity market are: overall planning, rational layout, overall design, step-by-step implementation, and local conditions. The construction of the electricity market should be conducive to the safe and stable operation of the power system; it is conducive to the sustained and healthy development of the power industry; it is conducive to eliminating market barriers and realizing the optimal allocation of power resources; it is conducive to promoting fair competition among power companies, reducing costs and improving efficiency.

(3) The task of power market construction is: by the end of the fifteenth period, the six major regional power markets in North China, Northeast China, East China, Central China, Northwest China and South China will be formed, and the regulatory system and power supervision organization system for power market operation will be basically established. Most power generation companies in some regions have bidding online, and large qualified users (including independent distribution companies, the same below) directly purchase electricity from power generation companies.

Second, the basic goals and models of regional electricity market construction

(4) The goal of regional power market construction is to build a unified, open, competitive and orderly power market system under government supervision. The regional electricity market includes two basic modes: unified market and common market. Unified market refers to the establishment of a power market operating agency in an area where energy trading (including contract and spot trading) and transaction prices are formed within a market operating organization. Unified planning, unified rules, unified management, and unified operation are implemented in the regional power market. The common market refers to the establishment of a number of market operation branches of a regional market operation in an area. The energy trading (including contract transactions and spot transactions) and the transaction price are formed in the market operation organization. Unified planning, unified rules, unified management, and coordinated operation are implemented in the regional power market.

(5) In the initial stage of regional power market construction, regional power market operators may not cover or weakly contact areas, and relatively independent market operators may be established to implement unified planning and unified rules with regional power markets. Under the guidance of regional market operators, they operate relatively independently. When conditions are ripe, they gradually transition to a unified market or a common market.

(6) The selection of the regional electricity market model should be based on the characteristics of the power resources and power consumption in the region, the technical conditions of the power grid, the status of the power system, and the objective conditions of the local social economy.

(7) Regardless of the market model chosen, the power market construction plan should be uniformly formulated in the same region, the market layout should be uniformly considered, the market operation rules and competition modes should be unified, the market technical standards should be unified, overall planning, supporting construction, and coordination should be promoted.

Third, the main trading methods of the regional electricity market

(8) The electric energy trading in the regional electricity market is organized in accordance with the principle of “contract trading as the mainstay and spot trading as the supplement”. Contract transaction refers to the energy transaction conducted by the market entity through the signing of the electricity sales contract. The spot transaction is the next day (or the next 24 hours) energy transaction formed by the power generation enterprise bidding and the real-time energy transaction organized to ensure the immediate balance of power supply and demand.

(9) Contract transactions may be organized on a weekly, monthly, quarterly, annual or more than one-year period. Contractual transactions are formed in a competitive manner in principle, and the proportion of competitive electricity is determined by the power regulatory agency. With the development of the power market and the deepening of reforms, the proportion of electricity participating in competition should be gradually expanded.

(10) Spot trading can adopt the method of full electricity bidding and partial electricity bidding. The full power bid means that all the electricity participating in the bidding unit is bidding in the spot market. Most of the electricity is signed by the two parties to purchase and sell electricity. Some electricity bids refer to the generators participating in the bidding online to arrange a certain proportion of the electricity to participate in the spot. In the market bidding, most of the electricity is signed by the parties to purchase and sell electricity.

(11) The electricity market in each region shall reasonably determine the method of settlement of electricity charges and implement it after approval according to regulations. Before the reform of the national electricity price system, the competitive electricity is partially settled at the price formed by market competition, and the remaining electricity is settled at the price approved by the state, or settled according to the CFD signed by the purchase and sale of electricity. The two-part mode with capacity and electricity price can be implemented. In the initial stage of the operation of the electricity market, in order to maintain market stability, the power regulatory agency may implement the highest and lowest price limits for the electricity price formed by the competition with the relevant departments.

(12) Establish a transmission and distribution price mechanism that is conducive to promoting the healthy development of the power grid. The approved large users purchase electricity directly from the power generation enterprise, and the price of their purchase and sale is determined by mutual agreement. The transmission and distribution price is implemented according to national regulations.

(13) Auxiliary services are divided into basic auxiliary services and paid auxiliary services. The specific classification of auxiliary services is determined by the regional electric power regulatory agencies according to the actual situation of the regional power grid. The main body of the electricity market shall provide basic auxiliary services to the system as required. Paid-assisted services are obtained in principle through the market. In the initial stage of power market construction, paid supplementary services may not be included in the transaction scope. As the market develops, auxiliary services gradually implement market competition.

Fourth, the main measures to accelerate the construction of regional electricity market

(14) Deepen the reform of the plant and network separately, and cultivate and standardize the market competition. For power generation enterprises that are fund-raising construction or cooperative construction, we must pay close attention to clarifying property rights, improve corporate governance structure, implement the rights of investors, and establish independent power generation companies according to the modern enterprise system. For power generation enterprises operating across provinces and regions, we must rationalize the participation of power generation enterprises. The organizational relationship of the electricity market; under the government's legal supervision, in accordance with the principles of market guidance, corporate voluntariness, complementary advantages, and scale operation, promote the joint and reorganization of power generation enterprises, and create conditions to gradually optimize the property rights structure of power generation enterprises.

(15) Reorganizing power grid operating enterprises in accordance with the spirit of the State Council's documents and the overall requirements for power reform. Regional power grid companies should rationalize organizational relations, improve functions, strengthen regional power grid planning, speed up power grid construction, strengthen management of regional power market operators, and ensure safe and stable operation of power grids in accordance with the needs of regional power market construction.

(16) Accelerate the construction of operating institutions in the power market. On the basis of the existing power dispatching communication system, the functions of power trading, metering and settlement are established and improved, the functional division of power dispatching trading institutions is reasonably determined, and the power market operating institutions that are compatible with the market operation and comprehensively equipped are gradually built.

(17) Improve the power market regulation system. Strengthen the construction of power market regulations, formulate basic rules for power market operations, regional power market operating rules and related rules, strengthen market access and exit management, and ensure that the electricity market operates in a standardized and orderly manner.

(18) Accelerate the establishment of a power market supervision system and strengthen the supervision of the power market and market operations. The power regulatory agency should design and synchronize with the power market as a whole. If conditions are met, the power regulatory agency can be established as needed to speed up the cultivation of the electricity market.

(19) Strengthen the construction of the technical support system for the electricity market. The regional power market technical support system shall be uniformly developed by the regional power grid companies in accordance with the principles of unified planning, unified standards and unified management, and each market entity shall be constructed in accordance with regulations.

V. Steps and organizational implementation of promoting the construction of the electricity market

(20) The construction of the electricity market should be carried out actively and steadily, according to local conditions, pilots and advances. In 2003, we selected some regions to conduct pilot projects for regional power market construction, and strengthened the organization and coordination of research on power markets in other regions. In 2004 and 2005, we launched other regional power markets in accordance with the conditions, and formed six major regional powers in three years. On this basis, the city has further promoted the construction of the electricity market in conjunction with the overall process of power system reform.

(21) The State Electricity Regulatory Commission determines the tasks, objectives and implementation steps of the electricity market construction according to the overall deployment of the power system reform and the actuality of the regional power grids; the power regulatory branches will study the regional power market with the relevant power grid operators and power generation enterprises. The construction plan was implemented after approval by the State Electricity Regulatory Commission. Without approval, no unit may arbitrarily introduce a power market construction plan.

(22) The construction of the electricity market is complex and involves a wide range of issues. It requires overall planning, unified leadership, division of labor, and coordination. In the area where the power market is to be built, it is necessary to set up a work leading agency led by the power regulatory agency, the power grid management enterprise, the power generation enterprise and relevant parties, clearly define the division of labor, closely cooperate, systematically promote the construction of the electricity market, and ensure the healthy development of the electricity market.
