On the 20th, the Ministry of Science and Technology, in collaboration with the Ministry of Industry and Information Technology, held a conference to review the achievements of the National Nuclear Science and Technology Program. A project titled “Industrialization and Large-Scale Application of Industrial Internet and IoT Security Operating System,†jointly submitted by four companies including Nanjing Yihui Information, was successfully approved as part of the 2017 Nuclear High Base Project. Meanwhile, Yihui Information independently undertook the task of “Customization and Application of Power Control System.†This marks a significant breakthrough in China’s basic software for the power industry. Once the project is industrialized, the underlying control systems that act as the “central nervous system†of the power grid will adopt Yihui’s self-developed, domestic software technology, effectively overcoming the long-standing issues of reliance on imported software and information security risks.
The term “Nuclear High Base†refers to core electronic devices, high-end general-purpose chips, and basic software products. It was included in the State Council’s Outline of the National Medium- and Long-Term Scientific and Technological Development Plan (2006–2020) as one of the 16 major science and technology projects, alongside initiatives like manned spaceflight and lunar exploration. The initiative aims to enhance the competitiveness of China’s electronics and information industries through focused implementation, fostering a high-tech research and innovation system with global appeal.
According to Huang Xiaoqing, head of Nanjing Yihui Information, the company’s ability to secure such a high-profile project stems from over a decade of technological development. As the only Chinese high-tech firm with a large-scale real-time operating system and independent intellectual property, Yihui began its own development in 2006. Its system has achieved 100% core autonomy and an overall autonomy rate of 89.1%, as certified by the Ministry of Industry and Information Technology. With features such as real-time performance, safety, and high efficiency, the system is widely used in defense, aerospace, and other critical sectors. Last year, Yihui established its headquarters in the China (Nanjing) Software Valley, positioning itself in the civil industry, particularly focusing on smart grid, one of Nanjing’s leading sectors.
With support from the Software Valley Management Committee, the company secured the 2017 basic software project through competitive bidding and expert evaluation. It was eventually approved to jointly lead the “Industrial Internet and IoT Security Operating System Industrialization and Large-Scale Application†project with East China Normal University and other organizations.
China’s smart grid sector is growing rapidly, but most power equipment still relies on foreign operating systems, which pose serious security vulnerabilities. Ni Guangnan, an academician of the Chinese Academy of Sciences, pointed out that the 2015 cyberattack on a Ukrainian power plant served as a wake-up call. If a fully autonomous domestic system were in place, potential vulnerabilities could be identified and addressed promptly, ensuring the safety of the power grid.
“Unlike traditional research projects, this initiative emphasizes the integration of scientific achievements with industrial applications,†said Huang Xiaoqing. The company’s R&D team is optimizing power grid standards based on SylixOS, helping power companies build self-controlled, high-performance operating system platforms. Currently, the company’s control system for the power industry has reached international advanced levels, with task mobilization at the nanosecond level and event response within microseconds. Over the next two years, it is expected that 2 million units of power equipment equipped with this system will be deployed, generating between 50 million and 100 million yuan in production value.
According to officials, private enterprises with the capability to participate in the “Nuclear High Base†projects are rare. Yihui is the first such company in the Software Valley. To encourage innovation, the Yuhuatai District provided a total of 1.5 million yuan in matching funds to support the project, guiding the commercial application of its research outcomes.
