On the 20th, the Ministry of Science and Technology, in collaboration with the Ministry of Industry and Information Technology, held a conference to showcase the achievements of the National Nuclear Science and Technology Program. A project titled “Industrialization and Large-Scale Application of Industrial Internet and IoT Security Operating System,†jointly submitted by four companies including Nanjing Yihui Information, was successfully approved as part of the 2017 Nuclear High Base Project. Additionally, Yihui Information independently took on the task of “Customization and Application of Power Control System.†This marks a significant breakthrough in China’s foundational software for the power industry. Once the project is industrialized, the core control systems that act as the “central nervous system†of the power grid will rely on domestically developed and secure software, reducing dependency on imported technology and mitigating information security risks.
The term “Nuclear High Base†refers to core electronic devices, high-end general-purpose chips, and basic software products. It was established under the State Council’s Outline of the National Medium- and Long-Term Scientific and Technological Development Plan (2006–2020) and is one of the 16 major science and technology projects, including manned spaceflight and exploration. The initiative aims to strengthen China's competitiveness in the electronic information industry by focusing on specialized R&D and building an innovative, globally competitive system.
According to Huang Xiaoqing, head of Nanjing Yihui Information, the company’s ability to apply for such a high-profile project stems from a decade of technological development. As the only Chinese high-tech firm with a large-scale real-time operating system and full intellectual property rights, Yihui has been developing its own systems since 2006. The system received a source code scan evaluation and certification from the Ministry of Industry and Information Technology, achieving a 100% core autonomy rate and 89.1% overall autonomy. With features like real-time performance, safety, and high efficiency, the system is widely used in defense and aerospace sectors, gaining significant attention in the domestic software market.
Last year, Nanjing Yihui Information moved into the China (Nanjing) Software Valley, positioning itself in the civil industry, particularly in the smart grid sector, a key industry in Nanjing. With support from the Software Valley Management Committee, the company secured qualifications for the 2017 basic software projects through project invitations and expert reviews, eventually being approved to lead the “Industrial Internet and IoT Security Operating System Industrialization and Large-Scale Application†project alongside East China Normal University and other organizations.
China’s smart grid industry is growing rapidly, but most power equipment still relies on foreign operating systems, which pose serious security risks. Academician Ni Guangnan of the Chinese Academy of Sciences warned about the 2015 cyberattack on a Ukrainian power station, which highlighted the dangers of relying on external systems. He emphasized that using a fully autonomous domestic system would allow for timely detection and resolution of vulnerabilities, ensuring industrial cybersecurity. The emergence of the “Yihui†system is expected to change the situation where China’s power “central nervous system†was previously controlled by foreign entities.
Unlike traditional research projects, this initiative focuses on the integration of scientific achievements and industrial application, aiming for widespread implementation. Huang Xiaoqing stated that the company’s R&D team will optimize power grid industry standards based on SylixOS, helping power companies build secure, controllable, and high-performance operating systems. Currently, the control systems developed by Yihui for the power industry are at an international advanced level, capable of task mobilization in nanoseconds and event response in microseconds. Over the next two years, it is expected that 2 million units of power equipment equipped with this system will be deployed, generating revenue between 50 million and 100 million yuan.
According to officials, private enterprises with the capability to participate in the “Nuclear High Base†major science and technology projects are rare in the industry. Yihui is the first in the Software Valley to achieve this. Recently, to encourage enterprise innovation, the Yuhuatai District provided a total of 1.5 million yuan in matching funds for the National Science and Technology Major Special Project to Nanjing Yihui Information, supporting the commercialization and application of its project outcomes in Guzhen.
