4. **Scope of Purchase**

5. **Qualification Requirements for Bidders**
5.1 All bidders must meet the following criteria:
- Be a manufacturer or distributor registered within the People's Republic of China with the legal capacity to assume civil liability.
- Have a registered capital of at least RMB 1 million.
- Maintain a good business reputation and a sound financial accounting system.
- Possess the necessary equipment and technical capabilities to fulfill the contract.
- Have a record of legally paying taxes and social security contributions.
- No major violations in business activities over the past three years.
5.2 This procurement does not accept bids from consortia.
5.3 Registered capital must be verified through the "three certificates" system. If not displayed, proof of registered capital must be submitted.
6. **Acquisition of Negotiation Documents**
6.1 The negotiation documents can be purchased from December 13th to 15th, 2017, between 8:00 AM and 4:00 PM (Beijing Time).
6.2 The cost of the negotiation documents is RMB 500, and they are not sold in packages. Bidders may purchase documents for multiple packages, but they must accurately fill in the package number in the registration form.
6.3 A deposit of RMB 400 is required for this project (A02: 400). When making a telegraphic transfer, please include the item number and package number in the remarks section.
6.4 The deposit must be transferred via bank wire or electronic transfer from the bidder’s official account (personal transfers are not accepted), and it must reach the Shenyang Material Supply Segment account before December 12th, 2017, two business days prior to the bid opening.
7. **Submission of Quotation Documents**
The deadline for submitting quotation documents is from 8:00 AM to 8:30 AM on December 20th, 2017. The final submission time is 8:30 AM on the same day. Any submissions after this time will not be accepted.
