Notice from the Planning and Statistics Division of Shenyang Railway Bureau Group Co., Ltd. regarding the implementation of the 2017 renovation plan recovery work. 3. **Sources of Funds** The funding for this project has been adjusted and is now fully allocated. All financial arrangements are in place to support the procurement activities. 4. **Purchase Content** Detailed information regarding the type, quantity, and delivery location of the materials and equipment to be procured can be found in Annex 1 of the public negotiation announcement. 5. **Qualification Requirements for Bidders** 5.1 The bidders must meet the following criteria: - Be a manufacturer or distributor registered within the People's Republic of China with the legal capacity to bear civil liability. - Have a registered capital of at least RMB 1 million. - Maintain a good business reputation and a sound financial accounting system. - Possess the necessary equipment and professional technical capabilities to fulfill the contract. - Have a record of legally paying taxes and social insurance contributions. - Not have any major violations in business activities over the past three years. 5.2 This open negotiation does not accept bids from consortia. 5.3 If the registered capital is not clearly stated, the bidder must provide the official registration documents from the local business administration. 6. **Acquisition of Negotiation Documents** 6.1 The period for purchasing negotiation documents runs from December 13th to December 15th, 2017, between 8:00 AM and 4:00 PM (Beijing Time). 6.2 The cost of the negotiation documents is RMB 500, and they are not sold in packages. Bidders may purchase documents for multiple packages, but they must accurately fill in the package numbers in the registration form. 6.3 A deposit of RMB 400 is required (for package A02), and the bidder must include the package number and item number in the remarks section when making the telegraphic transfer. 6.4 The deposit must be transferred via bank wire or electronic transfer from the bidder’s official account (personal transfers are not accepted) and must be received by the Shenyang Material Supply Segment before December 12th, 2017 (two business days prior to the bid opening). 7. **Submission of Quotation Documents** The deadline for submitting quotation documents is from 8:00 AM to 8:30 AM on December 20th, 2017. The final submission time is 8:30 AM on the same day. Any late submissions will not be accepted.
