2. Project Overview
The starting point of the project is located in the south of Dongzhang Village, Dongzhang Township, Fushan County, connecting with the Linyou Line of the provincial road, and passing southward via the Dongbi Township, Xinbi Village, Xiangshuihe Town, and ends at the Yicheng County boundary. The project has a total length of 8.939 kilometers. The technical standards for the third-grade highways are adopted throughout the project, with a design speed of 30 km/h and a subgrade width of 7.5 m; the bridges and culverts are designed to be class II highways for automotive load grades. The construction content is: roadbed, road surface, culvert, route crossing, traffic engineering and facilities along the line.

3. Bidder qualification requirements
3.1 Minimum Qualification Requirements for Bidders: An independent legal person with first class qualification for general contracting of highway engineering issued by the competent administrative department of housing and urban and rural construction, with valid business licenses and safe production licenses for construction companies, and for the past five years (2011) Completed or completed at least two projects of Grade 2 or above highway construction since January, the road surface structure is asphalt concrete, and the total mileage is not less than 20 kilometers of construction performance, and has corresponding construction in terms of personnel, equipment, funds, etc. ability.
3.2 The Commonwealth does not accept bids from the Consortium.
3.3 Any construction enterprise that has been disqualified by the Ministry of Transport or the Shanxi Provincial Department of Transportation or prohibited from entering the construction market shall not be eligible to participate in the bidding for this project during the penalty period. In the appraisal and rating of the credit evaluation of the highway construction market of the Ministry of Transport and Shanxi Province, a construction enterprise that has been evaluated as a class D is not eligible to participate in the bidding of the project within the validity period of the evaluation.
3.4 The person in charge of the unit is the same person or a different company that has a controlling or management relationship, or a subsidiary of the same parent company may not bid on the project at the same time, otherwise the bids of all associated units are invalid.
3.5 If the bidder, his legal representative, or project manager intends to have a record of bribery crimes in the past three years (since January 2013), he shall not participate in the bidding for this project.
3.6 Qualification requirements of the project manager to be appointed: he is qualified as a senior engineer of highway engineering, has a qualification certificate of registered 2nd grade (or above) constructor (highway engineering) and registered in this unit, and has experience in highway engineering for more than 5 years. Two project managers for Grade 2 or above highway project construction projects must hold the “Safety Production Assessment Certificate of Competence” B certificate issued by the construction authority or the Ministry of Communications.
