5. Bidder qualification requirements:
1) Bidders must be registered in the territory of the People's Republic of China and have independent legal personality.

8) Having the qualification of computer information system integration issued by the Ministry of Information Industry;
9) Since January 2003 (subject to the time of signing the contract), the amount of a single contract for a similar project has been completed by not less than RMB 50 million (providing a winning bid or contract);
