In the past, the phenomenon of forcible solicitation, price fraud, and illegal shopping in Zhongguancun stores continued to emerge, causing strong dissatisfaction among consumers and seriously damaging the image of the Zhongguancun area. In 2009, the Haidian District Government issued the "Circular on Accelerating the Adjustment of Zhongguancun Western Business District", adjusted the existing business conditions, and gradually adjusted the scale of traditional trade and commerce to make room for the development of high-end industries.

It is understood that more than 70 such companies have already entered the entire Hailong Tower, including the Innovation Workshop, Zhongsou, etc., and have become the headquarters of technological innovation.
