On February 27, the State Grid issued the "Opinions on Doing a Distributed Power Supply Grid-connected Service Work." From March 1, grid companies have opened up a green channel for the distributed power grid connection and applied for acceptance and access to the grid-connected power. System fees are not charged during the entire process of formulating system plans, network commissioning, government subsidy measurement, and settlement. Units and individuals can access the Internet through their affluent electricity, and distributed wind power is free of system backup fees.

Experts in the industry believe that this policy will accelerate the development of the domestic distributed power supply application market, among which the benefits of distributed natural gas projects are obvious. However, China's large-scale development of distributed energy needs to see the introduction and refinement of supporting policies such as electricity prices.

According to the opinions, distributed power sources are located near the users, and the generated power can be used locally, and the power grid can be connected to the power grid with a voltage level of 10 kilovolts and below, and the total installed capacity of a single grid point does not exceed 6 megawatts. Including solar energy, natural gas, biomass energy, wind energy, geothermal energy, ocean energy, and comprehensive utilization of resources such as power generation.

“The new phase of development of distributed power sources is coming. Based on the introduction of a method for supporting distributed photovoltaic grid integration, we will expand the scope to all types of distributed power sources, and further clarify that natural persons can also apply for on-grid and can sell electricity. For the power grid, the net power of the upper and lower nets will be separately settled, and the power grid will provide a gate metering device and a power meter for power generation measurement at no cost,” said Zhang Zhengling, spokesperson for the State Grid Corporation of China, at the press conference.

“The investment brought by distributed power is included in the distribution network investment. The specific investment depends on the scale of distributed power generation. At present, the proportion of distributed power in the entire power grid is very small, and the power grid is fully capable of meeting Investment needs." said Zhang Zhengling.
