Pre-qualification Announcement on Bidding Qualification of Slope Treatment Project for K9-K10 Section of Xiaowan Power Plant Puma Line

The project owner of the Xiaowan Hydropower Project is Huaneng Yongjiang Hydropower Co., Ltd., and the contractor is currently conducting a domestic public tender for the slope treatment project for the K9-K10 section of the Xiaoma Power Plant's Samarm Line (contract No.: XWDC2017/T16). The potential bidder of the intention (hereinafter referred to as the applicant) submits a prequalification application.

2. Project overview and scope of tender

(I) Project Overview

Xiaowan Hydropower Station is located at the middle reaches of the Minjiang River at the junction of Nanxun County and Fengqing County in Yunnan Province. It is 1.5km downstream of the junction of the mainstream of the main stream and the tributary Heihui River. It is the second of the eight steps in the middle and lower reaches of the Lijiang River. The power station is about 456km away from the Kunming Highway and 167km away from the vast railway Xiaowan Hydropower Station Xiangyun Material Transfer Station.

(II) Current status of the project

In August 2016, the outer half of the road near the 40m road section near the K9+200 of the Hemma Line collapsed, and the 90m road section near the road section under the Hummer Line was buried (a pile of about K10+300). This project is a slope treatment project for the K9 ~ K10 section of the Xiaoma Power Plant's Hummer Line. The project is located in Xiaoshanliang between the two gullies on the right side of the Malutang Ditch. The elevation range is about 1310m to 1360m.

(III) Necessity

In order to restore the traffic on the Hummer Line and eliminate the potential safety hazards of vehicles and pedestrians under the slope, it is necessary to comprehensively manage the slopes of the K9-K10 section of Xiaoma Power Plant's Samarm Line.

(2) The scope of this tender

The project is mainly to clear the landslide between the road sections near the K9+200 and K10+300 sections of the Hummer Line, implement the protection of the pile foundation support beam retaining wall and the anti-sliding retaining wall, and restore the Khumbu Line K9+200 to K10+. 300 sections of road surface. The specific project contents are: 15465m3 of landslides, 230m of anti-sliding piles (1.5mx2.0m), 474.4m3 of retaining platforms, 1567m3 of retaining walls, 888m2 of pavement repairs, and 99m of retaining walls.

3. Eligibility requirements of applicants

(1) The bidder must be established in accordance with the laws of the People's Republic of China and formally registered in the People's Republic of China. It has the status of a legal person, is qualified as a general taxpayer, and has a business license for annual review.

(2) Qualification of the bidder: The bidder must possess the qualifications of the general contracting for the construction of highways and the qualifications of the general contractor of the water conservancy and hydropower construction and the qualifications of the general contractor of the water conservancy and hydropower project. They have undertaken similar projects in recent years and have the technical ability and construction experience to implement the project. , construction equipment, technical personnel and skilled workers and quality and safety assurance capabilities.

(3) The bidder should have good financial status and sufficient liquidity to undertake the supply and construction of the contract equipment and projects.

(4) The bidder should not perform the bad records of the contract and safe and civilized construction, no bad litigation records, no record of violation punishment in the contract quotation activity. List of unqualified suppliers that have not been listed in the tendering party (including Huaneng Group, Minjiang Company, and Xiaowan Power Plant) or failed safety credit evaluation list.

(5) The bid inviter does not accept joint (camp) bids.

(6) The project manager and technical person responsible for the project shall meet the following minimum requirements:

1 Project Manager: The project manager must have qualifications for secondary constructors and above, with strong business skills and rich management experience. For the past 3 years, he has worked as a project manager or deputy manager of a similar project, engaged in similar project construction work for 5 years and above. .

2 Technical person in charge: The person in charge of the technology must have a professional title of engineer and above, strong business skills, and rich experience. He has been a technical director or chief engineer of a similar project in the past 3 years, and has been engaged in similar project construction work for 5 years or more.

4. Prequalification methods

This prequalification uses a limited quantity system.
