"God said that there must be light, so we use good light." As times evolve, urban culture has become more diverse, and lighting has emerged as one of the most modern and dynamic expressions of city life. For effective urban lighting design, the key is to understand a city's charm and cultural identity, ensuring that the lighting complements and enhances its unique character. Recently, Shenzhen took a significant step in regulating urban lighting. The Shenzhen Municipal Government Legal Office issued the "Shenzhen City Lighting Management Measures (Draft for Comment)" and received public feedback through a legislative hearing. Some of the opinions were adopted, marking an important milestone in the city’s efforts to improve its lighting environment while promoting energy efficiency. To strengthen urban lighting management, the Municipal Urban Management Bureau drafted the "Shenzhen Special Economic Zone Urban Lighting Management Measures (Draft for Review)" and submitted it to the Legal Affairs Office for review. The office gathered input from various stakeholders, including government departments, district governments, industry associations, and the public. A symposium was held, and a network-based legislative hearing was conducted via the "Shenzhen Legal System" WeChat account to ensure broad participation. The hearing focused on several key issues, such as defining the scope of landscape lighting, implementing the "three simultaneous" principle (design, construction, and delivery together with main projects), and improving road lighting to be more energy-efficient and environmentally friendly. Most participants agreed that the scope of landscape lighting should be limited and reflect local characteristics, following the "Shenzhen Urban Lighting Special Plan." They also supported the "three simultaneous" requirement, which helps avoid redundant construction and resource waste. To implement this, coordination among planning, construction, and urban management departments is essential. Regarding road lighting, suggestions included using LED lamps, IoT-enabled streetlights, or xenon lamps instead of traditional high-pressure sodium lamps. Some even proposed adopting the EMC contract energy management model to reduce government costs and promote sustainability. In response, the proposed measures aim to define key areas for lighting, set up facilities according to the special plan, enforce the "three simultaneous" rule, and establish an intelligent control system for city lighting. They also encourage the use of green technologies and training programs to achieve smart and energy-efficient lighting. Looking ahead, the Legislative Affairs Office will continue refining the measures and submit them to the municipal government for approval soon. Meanwhile, in Tianjin, efforts are underway to enhance the city's night scene and road lighting. With a focus on quality improvement and color enhancement, the city has created a network of illuminated areas, from the "Tianjin Eye" to the 8km Daguangming Bridge section, forming a 63 km boutique night lighting network. The city plans to further optimize its lighting layout, integrate "Internet +" technology, and balance brightness with environmental protection to prevent light pollution. In Jiujiang, 396 street lights on five roads have been upgraded to LED, significantly improving illumination and reducing energy consumption. In Chongqing's Qianjiang District, urban lighting has been enhanced through new installations, maintenance, and smart management systems. The district has completed over 10,400 repairs and improved the overall lighting rate to 98%. Anzhou City in Sichuan has also successfully renovated its street lights with LED technology, saving over 70% in energy. More than 30 roads now feature energy-efficient LED lighting, contributing to a brighter and more sustainable urban environment. These developments highlight how cities across China are embracing modern lighting solutions to enhance urban aesthetics, improve safety, and promote sustainability. Through policy reforms, technological upgrades, and community engagement, urban lighting is becoming smarter, greener, and more aligned with the needs of citizens.
