As times evolve, urban culture has become increasingly diverse, and lighting has emerged as one of the most modern and dynamic expressions of urban identity. For effective urban lighting design, it is essential to first understand a city’s unique appeal and cultural essence, ensuring that the lighting complements and enhances its character. In Shenzhen, the government recently adopted some of the opinions from a legislative hearing on the "Shenzhen City Lighting Management Measures (Draft for Comment)." The initiative aims to strengthen urban lighting management, improve the overall lighting environment, and promote energy efficiency. The Municipal Urban Management Bureau drafted the "Shenzhen Special Economic Zone Urban Lighting Management Measures (Draft for Review)" and submitted it for legal review. The Legislative Affairs Office collected feedback from various stakeholders, including government departments, district governments, industry associations, and the public, through symposiums and online hearings via the "Shenzhen Legal System" WeChat account. The discussion focused on several key issues: defining the scope of landscape lighting, implementing the "three simultaneous" principle (design, construction, and delivery together with the main project), and promoting energy-efficient road lighting solutions. Most participants supported limiting landscape lighting to reflect local characteristics and aligning it with the "Shenzhen Urban Lighting Special Plan." They also endorsed the "three simultaneous" requirement, believing it could prevent redundant construction and resource waste. To implement this, they suggested collaboration between planning, construction, and urban management departments. Regarding road lighting, experts recommended using LED lamps, IoT-enabled smart streetlights, or xenon lamps instead of traditional high-pressure sodium lamps. Some even proposed adopting the EMC contract energy management model to reduce government costs while achieving energy savings. Others emphasized the need to regulate the operating hours of street lamps to ensure safety without causing excessive light pollution. In response, the proposed "Measures" will clarify key areas such as landmarks, major corridors, and traffic nodes, requiring landscape lighting to follow the special plan. It also intends to enforce the "three simultaneous" policy, include lighting requirements in land transfer contracts, and establish an intelligent control system for urban lighting. The goal is to promote green, energy-saving technologies and enhance public awareness of energy conservation. Moving forward, the Legislative Affairs Office will continue refining the measures for submission to the municipal government. Meanwhile, in Tianjin, efforts are underway to enhance the city's night scene and road lighting. Based on the principles of "enhancement, color enhancement, and quality improvement," the city has developed a network of illuminated areas, including the "Tianjin Eye" and the 8km stretch along Daguangming Bridge. Plans include optimizing landscape lighting, integrating "Internet + technology," and balancing brightness with environmental protection to avoid light pollution. In Jiujiang, 396 old high-pressure sodium lamps on five roads have been upgraded to LED lights, improving illumination and reducing energy consumption. In Chongqing’s Qianjiang District, significant progress has been made in urban lighting, including the installation of new streetlights, the renovation of dark areas, and the implementation of intelligent lighting systems. The district has also introduced remote control and smart management, significantly improving maintenance efficiency and operational standards. In Anzhou City, over 1,200 LED streetlights have been installed across more than 30 roads, enhancing both visibility and energy efficiency. The project has not only improved lighting quality but also set a benchmark for sustainable urban development. As cities around China continue to invest in smarter, greener lighting solutions, the focus remains on creating vibrant, safe, and environmentally friendly urban environments that reflect both cultural identity and modern innovation.
